(Edited) Open the attached score (created in 2.x) and take the reset. Look at the space between hairpins and slurs in measures 3, 4, 7, 8 etc. It cannot be reduced either from the Inspector or in the Hairpins style menu.

That isn't a 3.x score, but a 2.3.2 one
To lower those hairpins, disable autoplace in Inspector, then you can place them freely and also inside staff like you did in 2.x
