clef change to first note of a measure shows the clef before that measure rather than before that note

1. New score
2. Add some notes to 1st and 2nd measure
3. Select first note in 2nd measure
4. Double click a clef (different from the initial one) from the palette

exected behavoir: the clef shows inside that 2nd measure, directly before that note

actual behavoir: the clef shows at the end of measure 1, same as if you had selected the entire measure 2 and then applied the clef
