My suspicion is that you have a 32 bit version of windows, which cannot run a 64 bit program, so you will need to use the link to the 32 bit package directly below download for windows (64 bit) to upgrade to version 3.
No. When I started Musescore current version, I got a message "a new version is available" then I clicked the link and the package was uploaded from the Musescore site.
Correct, I have a Win 10 32 bit version.
I've downloaded the new version by clicking on the link shown when I ran my current version... So it's known that my Windows is a 32 Bit !
From the Web site I downloaded the Win32 version, installed it and it works ! So the bug is the link from the 2.3.2 didn't target the correct version (64 bit instead 32 bit).

When 2.3.2 notifies a user of upgrade, it always points to the 64 bit version

I don't know if it's possible, but when someone using a 32 bit windows gets notified of an upgrade, it should direct the user to the 32 bit version rather than the 64 bit version.
If this is not possible with the current upgrade system, then marking this as "By design" with an explanation would be appropriate. There are a number of users who continue to use version 2.3.2 while waiting for version 3 to stabilize, so I see this as a continuing problem for some time in the future.
