Unremovable Key Signatures

Unsure of how I came to this issue, but I suspect it's due to the multi-measure rests, as the key signatures only appear before then. Prime example is the bottom of the second page, the last line, where it constantly fights between BbM and EbM (that line should all be in BbM). If there's a fix, it would be well appreciated -- I don't know if it's unique to the score or not, and I'm time-crunched to check.
