Open the attached MS 2.3 score and take the reset. The vertical placement of Staff text, Tempo text and Instrument change text is different from 2.x.

Same in 3.0.2, and independant of whether taking the reset positions option or not.
They do have different default settings in MuseScore 2 vs. MuseScore 3, reg. offset and alignment.
After a Format > Rests style they do look alike.
I believe this is by design.
System and staff text are both set at a default of -4sp in 2.3; but in 3.x staff = -4 and system = -2. Why not set both the same?
They also have different alignment in 3.x
I guess the reason is in libmscore/read206.cpp, lines 696-717, code commented out with a TODO comment, dealing with offset for staff text, tempo text and rehearsal marks, and offset types.
