This explains how to add an instrument that already exists in the drop-down lists, but it sounds to me like they were asking how to create an instrument that doesn't exist so you can then add it to your score. E.g., I don't see an 8-string guitar available (or 9-string, or 10-string, or 7-string bass, etc., etc.). It's puzzling that there doesn't seem to be a way to do such an obvious thing via the GUI. As far as I have found by searching the site, the only way seems to be to edit the file "C:\Program Files\MuseScore 3\instruments\instruments.xml", but it's not totally obvious at first glance what the meaning of all the specs are in there.

If you need an 8-string (9, 10,...) guitar, add a 7-string one, and add a string via Staff Properties > String Data
Similar for 7-string bass, start with a 6-string one. See https://musescore.org/en/handbook/3/staff-part-properties#plucked-strin… and https://musescore.org/en/handbook/3/tablature#change-tuning.

Save the resulting score as a template for futur use. See https://musescore.org/en/handbook/3/create-new-score#templates.
