MuseScore-3.0.5-x86_64.msi fails to re-install after previously working

I had been happily using MuseScore 3.0.1 for a while, but when I tried to launch it today it failed. So I downloaded the latest update and tried to install it.

Using default location C:\Program Files\MuseScore 3\, install failed. "An error occurred while attempting to create the directory C:\Program Files\MuseScore 3\locale"

I am logged in as Administrator.

"Retry" gives same error.
Cancelled, closed. Restarted the installer, this time tried to change installation directory: "You have insufficient priveleges to read this folder."

I still have a working installation of 2.0 (in Program Files (x86)) (that's how I reached Help) but I already have some files created under 3.0.

Further investigation:
Tried looking at Program Files/MuseScore 3
"You don't currently have permission to access this folder." (I am logged as Admin)
"Click Continue to permanently get access to this folder."
Click
"You have been denied permission to access this folder. To gain access...you will need to use the security tab."
Click
Click "Advanced"
"Unable to display current owner."

I'm stuck. How to proceed?

I just found a windows update failed yesterday:
"2019-04 Update for Windows 10 Version 1803 for x64-based Systems (KB4023057) - Error 0x80070643"
will try to rerun the update. "Exciting new features and security improvements," they said. Much too exciting, I say.

This is a re-released update.
And an older version is already installed on your computer.
This is the root cause of the error.

Possible solution:
Uninstall the update "KB4023057" (via the App list)
and restart. (And the new version of the "KB" update will be automatically installed on your computer.)
This fixes the 0x80070643 error.
Or I hope so. ; ^)

Sorry, I don't understand. The App list (Settings/Apps) does not list KB4023057, but Settings/Windows Update/View Update History does list it under Quality Updates with two failed attempts. But it also lists the same KB number as "successfully installed on 3/21/2019. "

The "uninstall updates" in View Update History lists a number of KB... updates which can be uninstalled, none matching either the one we're looking for or the date 3/21/2019 of "successful installation." The Search in that place doesn't find it either.

I don't see any way to uninstall this update, either from the App list or from the Update History.

It is possible that my problem is not due to MuseScore, so I may have to go to my computer support gurus for help. Do you have any opinion on that? Thanks for your help in any case.

More info: C:\Program Files\MuseScore 3 exists (I did have it working earlier, as noted at the beginning of this discussion). Initially I was "denied access" to the folder Program Files, so I could not determine that MuseScore 3 had a folder. I found that by using "Change Owner" I could get read access to Program Files and then to MuseScore 3. But all of the many subfolders (and sub-sub folders I assume) remained "denied access" until I went through the same procedure. After doing this just for locale, instruments, and bin (but not their subfolders), I tried launching MuseScore 3 by clicking on MuseScor3.exe in the bin folder, but this did not succeed. It looks like a big job to do this for each sub, sub-sub, etc. folder: there must be a better way.

Just following up: I took my computer to Geek Squad and they managed to fix the problem. It had something to do with the presence of multiple accounts on this computer. I think it was attempting to install MuseScore3 so that all users can use it, though I was the only user logged in. MuseScore3's latest update successfully installed and everything functions as it should. It remains to be seen whether the other users (family members) can use it.
