Accent is placed differently on beamed notes compared to unbeamed notes

OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.1.0.6434, revision: 25c8a3e

Open the attached score and take the reset. Look at the accents in measures 10, 11 and 12.
1. Select the accent over the beamed note in M12.
2. Use the down arrow to move it.
Expected result: No movement. The accent should be at the default autoplace min. distance?
Actual result: You can still move the accent down by 0.2sp.

No such movement is possible with the accents over the unbeamed notes in measures 10 and 11.

I don't really see this as a bug - the beam takes up space and potentially collides with the open end of the accent in a way that isn't the case for unbeamed notes. So it's completely correct/normal that you'd see a difference depending on the presence of the beam. But there is no doubt room for improvement in how we measure these distances.
