OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.1.0.6437, revision: 06f0ddd
Steps to reproduce:
1. Use a score with staccato or staccatissimo articulation marks
2. Note that the default time stretch is 0.10
3. Change the time stretch to play longer (e.g. 0.70)
4. Save the changes
5. Check the time stretch in the Inspector
Expected result: time stretch should save as 0.70
Actual result: time stretch immediately reverts to default value of 0.10

See #281112: Request direct way to change playback effect of articulations. As far as I know this is simply not supported
