barbeat off in 2/2 measures

In the attached partial score, barbeats are off.

In the first stave, going from note to note, I get 1 - 1.5 - 2 - 2.5 - 2 - 2.5 - 3 - 3.5 instead of (for a 4/4 time) 1 - 1.5 - 2 - 2.5 - 3 - 3.5 - 4 - 4.5 or (for a 2/2 time) 1 - 1.25 - 1.5 - 1.75 - 2 - 2.25 - 2.5 - 2.75.

In the second stave, I get 1 - 2 as correct for a 2/2 time, though, so I suspect that, on full beats, the beat number is properly reset, while the increment always uses fourth notes.
