Do a search of the issue tracker for "tempo" and you'll see a handful of specific cases where tempo markings can be ignored. Most are probably related to performance optimizarooms done for 3.1, but at least one has been around longer.

Good grief! That'd be horrible, but it has never happened to me. What are the circumstances that provoke it?
The most common cause is adding tempos after creating parts, though that's not the only trigger.
