The obvious workaround is of course to lengthen the stems when using four stroke tremolo. I don't offhand see any reason this couldn't be done automatically though.
#19197: Non-5-line drumset stave lines incorrectly positioned - I don't know if this bares any influence.
I don't think so. There's nothing "incorrect" abut the behavior here - the stems are normal length. They just didn't automatically lengthen to accommodate the marking.
This is fixed by 3.5, it was fixed along with #20390: Tremolo through stem collide with ledger lines which is essentially the same report.
