Display the Inspector.
Use your finger to click on the X to close the inspector.
Result: It does not close , ever, under any circumstances.
Use the mouse to close the inspector.
Result , it does close, but at the piano I don't have a mouse.
If you are using a touch screen, you just can't close the inspector because the x sensitive region is too small for the resolution of touch sensitivity on Windows computers.

Use the View menu and click inspector to toggle it or press F8 (perhaps with an appropriate modifying key for your computer) to toggle it also.
BTW, since the workarounds are so easy this should be minor and you are the only to report it so Frequency is once.
The other workaround is to use a mouse...
And I guess it depends on your screen size & resolution and probably some Windows settings for touch screen sensitivity. On my Surface Pro 6 it's slightly awkward, but I can usually close it in a couple of tries. You can also undock it and then it becomes easier.
Same is true for the palettes and other windows. Really, though, if you wanted to make MuseScore more touch friendly, there are lots of other opportunities I think are probably more important.
