If it IS now a firewall issue it would be better to fix this new Musescore "feature" rather than ask users (and donors) to change their established systems for safety.
If this is a MuseScore problem, we need more information. I assure you this is not an intentional design decision that you cannot download the update which is what by design means. What operating system are you using?
The Windows 10 updates do random things to people some times and I can't explain it. Look at the firewall and make sure it has permission to access the page you need to download the new version and that the version can write wherever it wants. There have been other confirmed reports that an update led the firewall to disallow updates.

Windows 10 system (just updated itself today - so maybe the problem is there)

I turned off the Windows firewall ... no luck. The download proceeds to 38.3 Mb and then says I'm not connected to internet

Do you have multiple accounts on your computer? If so, are you using the administrator?
