Can I convert a file without downloading Musescore 3 ?
(Was having major freezing of both 2 and 3, had to "reset" the pc.)

From musescore.com you can always download a musicxml file. If you want to convert a MS3 file to MS2 without an installed MuseScore 3.x version, I'm afraid it isn't possible. Maybe it helps - are you aware about the "revert to factory settings" commands?: https://musescore.org/en/handbook/3/revert-factory-settings

If you've uploades a score to your musecore.com account once a time, it's always possible to download it again choosing several file extensions (see attached file). But it doesn't seems to be the case for spojaw/Sandy here.

Yes. My problem is that I currently don't have 3 but I'll have to reinstall it to open that file. Then I can convert it.
Not sure what kind of freezing you mean, but in general, it's completely safe to have both 2 & 3 installed in parallel.

I have 1.3, 2.3.2 and 3.3 installed and running in parallel, without one disturbing the other

When I installed 3 in addition - that's when my problems started.

It got to be unrelated though, just pure coincidence and bad luck.
At least if you're on Windows, I can't vouch for that non-conflict on Linux or Mac
The only collision there woule be, is about which of those starts on double clicking a score, the one installed last wins.

Sorry - I should have said "not responding' - this happened with both programs. I ended up "resetting" the pc which was a pain as I had to reinstall all programs. The only thing that wasn1't working was musescore. But I love this program and don't want to be without it.

A reset would not have removed installed programs?!?!

It removes programs that are run but not the .exe file from download list.

again: there is no .exe to download, it is a .msi.
a reset won't remove any exe wither, not uninstall anything, so reinstalling is not needed and probably won't even work (as it detects an existing installation and offers to uninstalkl or repair that)

There is nothing that could ever go wrong in any version of MuseScore that could possibly require a system reset. What problem was going on, as mentioned, was pure coincidence. There is no downside to installing MsueScore 3 alongside MuseScore 2.

No downside except for the extra diskspace needed
