Currently the transpose menu offers "Transpose Chromatically" with sub-options "By Key" and "By Interval". Transposing by key seems non-standard terminology and does not reflect what actually happens, which is that notes are moved to their equivalent pitch in the target key. The important word in that description is "to". It would be better if the sub-option was relabelled as "To Key"

It would also be useful to users if it was clarified either within the label or within a tool-tip that the target key is specified at concert pitch (rather than the written pitch for a transposing instrument).

Should that string get changed from "By Key" to "To Key" or to "To Key Signature"? Or is "To Key" sufficient together with a tool tip of e.g. "Transpose to key signature (specified at concert pitch)"

"To Key" is better as the key signature is not affected unless the "transpose key signatures" box is ticked. "To Key Signature" may cause confusion with that setting.

My preference for a tool tip would be "Transpose to key (concert pitch)", but I wouldn't be too disappointed if it was "Transpose to key (specified at concert pitch)". I think the former gets the idea across and is slightly shorter, but the latter is perhaps more rigorous at the expense of verbosity.
