When changed to dark mode, all icons on the toolbar menu seems to shrink in size.

I don't see the shrink in size. It's basically a colour change, the size won't shrink unless a developer forces it, which is unnecessary.
But look at my images: they indeed look slightly smaller

Yeah I looked at your images and didn't notice a difference in size. I then tried myself and didn't see a difference either.
