I can reproduce from scratch. Seems arpeggios create space before the chord that is honored when calculating the minimum distance from a previous chord but not when calculating the minimum distance from a previous rest. Curious, because most places these calculations would be shared.

But, here's something even more curious: it's not just arpeggios, but all symbols attached to chords that are allowed to overlap a previous rest (but not note) to some extent:
