Incomplete measures show whole rests

1. Create a new score
2. Right click on the empty part of a measure and choose "Measure Properties..."
3. Change the Actual duration to something other than the Nominal (such as 1/4)
4. Press OK

Expected behavior: The modified measure should show the actual duration in rests (or notes if the measure already had notes it it). For example measure with an actual duration of 1/4 should show only a quarter note rest.

Actual behavior: The modified measure still shows a whole-measure rest as if it was a normal measure.
