Font-sizes of certain text elements in imported 2.x files are not being honored

Open the attached file. Reset or not, the bug is still the same.
Compare the size of the "12h" in the first text line with the "12h" staff text following it.
RESULT: The font-size for both reads 9 in the Inspector. However, direct visual inspection shows that the staff text is (probably) 1 pt higher at 10.
Open the file in MS 2.3.2. Compare exactly the same two text objects.
RESULT: The font-size for both elements reads 9. Visual inspection confirms that the elements are the same size.
That may be because the Staff Text size is dependant on the staff (space) size, while the textline text is not or some such?
Indeed, it seems the line textnisn't following staff size, even though the staff style says to. I don't know enough about how the tags work to know if there is something in the file itself causing that, but it doesn't happen in scores created from scratch, or in my own imported scores.
