This is not a bug. Regular page view has the idea of min/max system distance and expanding spacing up to the max in order to better fill the page and leave a smaller bottom margin. This isn't really meaningful for single page mode, there is no bottom margin. So no special reason not to leave system distances at the minimum.

And to be clear - if you don’t systems that close together in single page view, you won’t like them that close in page view, so you definitely should increase that setting. Just because no page of the score currently is using that minimum, it’s just a matter of time before some page ends up having more systems on it with no room to stretch them to the max. So if you don’t like your systems that close, increasing min distance is the right answer for both modes.

I guess that until I'd switched to single page I hadn't realised that my system spacing was being intelligently managed. I had assumed that the system would use the minimum spacing if it could, and only increase it when needed to stop overlaps, and then only up to the maximum. The actual spacing algorithm used makes a lot of sense as it gives well laid out pages.
