In bar 25 of the score: select the roman numeral text "III" then increase the font-size in the inspector. This triggers insertion of a TAB clef at the start of bar 24.

It's not just about the text editing, really any edit that causes any system to be laid out again with cause the clef to be shown. The clefs should be skipped because the score has "Generate clefs for all systems" disabled in Format / Style / Page, and this is honored correctly on load, but not on subsequent edits.
Some quick experimentation suggests this only happens for tab, and only if the system is preceded by a vertical frame.
BTW the frames in this piece seem inappropriate. I guess they are being used for spacing purposes, but that's not appropriate, better to simply set a desired system min distance value. And in the cases where you might occasionally need more space, use spacers rather than frames.

I have been updating this score to use min system distance, (following your advice in a previous thread), which is how I happened on this issue. I haven't come across spacers so I'll look them up.
Edit: Found stave spacers and they work nicely.

Yes, the stave spacer option doesn't trigger this so it's better all round.
