Allow merge rests to be a global option

In version 3.5 you can now use staff/part properties to "merge matching rests" on a staff by staff basis. This is fine for a couple of instruments. It would be nice to have this as a global option (style or preference) for those of us who need it on a dozen or more staves. It would be OK to have to do this for every score, but it would be better if we could make it a permanent option if we like.

As I mentioned elsewhere, while this is possible and I wouldn't argue against have this option available as well (a style option you could make part of your "house" style makes the most sense to me), I'd rather people not have to discover and enable such an option for themselves, I think it would be preferable it could be completely automatic. The same program logic under development to know the proper score ordering bracketing etc could potentially also know which staves should have this set. Or it could just be a flag in the instrument definition itself. That way you wouldn't have to manually disable it for the staves where it doesn't make sense. No doubt excepts would exist and you'd still need to override the default sometimes, but it would be great to have better defaults.
