I do not know how to recreate the issue, because the issue persists from the moment the application is opened and restarting the program does not fix it. The menu bar at the top (File, Edit, View, etc) will not display their menus when clicked, which prevents me from using a large portion of Musescore's functions.

See the Handbook for info on how to do that. If this doesn't fix it, be sure to tell us which version of MuseScore and which OS. If you're on Linux and using some third-party build (eg, one you got from a repository rather than from this site), be sure to use the AppImage from this site.
