I think it is technically a synthesizer setting, not a score setting, with access provided in the mixer for convenience only. Originally I don't think there even was such a control there. Not sure what really makes more sense. Probably needs to be considered as part of the bigger audio design picture for MuseScore 4.
Here's one really dumb workaround: If your problem is the same as what I encountered, which is that the master gain can't be lowered so the loud parts clip and soft parts sound almost as loud as loud parts, you can upload your score to musescore.com and then download it as an audio file. For whatever reason musescore.com seems to automatically adjust the gain so nothing clips, and you get more of your dynamics.
