Can't download free music?
Is downloading scores from musecore.com for free not available anymore? It doesn't matter which score, it always requires me to enter credit card details and it's really annoying. As far as I know, there aren't any copyright claims or anything.

You need to ask about this at https://musescore.com/groups/improving-musescore-com. See https://musescore.org/en/faq#faq-302904
Only Public Domain and Original Work scores can get downloaded for free, and even those only if the user hasn't disabled download

But you do need an account. The dialog can be confusing and its easy to accidentally try to create a trial of a Pro account rather than simply creating a free account, but you can definitely do that instead if you know it's possible and look out for that option.
And yes, this discussion belongs on musescore.com, but I did think it worthwhile to post this additional clarification here :-)

I tried to download the Dvorak string quartet no.12 which is in the public domain but it still told me to upgrade to pro.

On the bottom right of that screenshot you see "Author and title aren't listing" with a button inviting you to correct the data on the score.
It is currently not correctly registered as a public domain score (doesn't show the blue label), because the uploader did not provide the correct licensing information.
