I have MS3, and I used these instructions and placed the download file in the Plugins directory, but dulcimer tab does not show up in the Plugins list in order to enable it.
Please guide me as to how to enable dulcimer as an instrument.

The version listed at that page works only with MuseScore 2 and was apparently never updated for MuseScore 3. You may try though using the version attached below: this is the same plugin automatically converted to MuseScore 3 API using this script. It may not necessarily work as intended but chances are good that it will.
