OS: macOS 10.16, Arch.: x86_64, MuseScore version (64-bit): 3.6.0.400768689, revision: 5452b87

1) Select a range of notes starting at the last note of a measure up to but not including the last note of the next measure. If these were all quarter notes you'd have 4 notes selected.

2) Right click. Remove Selected Range.

I would expect it to combine measures. Instead, it produces two short measures of a 3 count and a 1 count.
If the first measure is on a line break, the effect is quite dramatic.

Why should it combine them? That's what the Join selected measures is for
Is this different in that 3.6 nightly than in 3.5 or any other released version?

Indeed, this is as far as I know how it has always worked, and how it was designed to work. But, it is certainly worth considering if it could make sense to join the measures - perhaps only in the special case where the two partial measures left on either side of the removed range happen to add up to one full measure, or some such.
