Can't reproduce.
I notice that "follow staff size" is disabled for these. In that case, it's a bug in 3.6.0 that was already fixed for 3.6.1, see #315781: Measure Number Offset Value Changes Everytime Opening the File. So update to 3.6.1, or wait a day or two for 3.6.2.
