Issues with Multi-measure rests

If I create rehearsal marks in the middle of a string of rests (68 measures, marked with 4 rehearsal marks), creation of multi-measure rests doesn't work. Also, the program will not create a multi-measure rest of 2 measures at the beginning of the composition. Minimum number of measures for multi-measure rests is set to 2; if I set it 1, then the program creates 2, 1-measure annotated rests but it won't combine the two measures into one multi-measure rest.
