I confirmed nothing is muted or on solo.
It plays fine in my headphones, but never in export MP3 (though the one instrument that does export does sound fine).

The top staff doesn't play, and hence doesn't export to MP3 either.
Not at first at least. It does, as soon as you selected one of the top staff notes, but even then indeed doesn't export that staff to MP3
I think you really want a closed score SATB, not a piano and a bass (the singing voice), with sound for the former changed to "Choir Aahs expr.".
Ah! That's the cause: Piano is not Single Note Dynamis capable, but that sound is (as denoted by the "expr."
So the workarounds are: either change that instrument so something like Soprano (any intrument that by nature is capable of Single Note Dynamics, here probaly best start with the closed Score SATB template), or use a non-"expr." sound, or just tick "Single Note Dynamics" in the staff properties
Came up in https://musescore.org/en/node/320978, #324015: Audio export does not include all instruments and #323965: Does not export all parts to mp3 or wav format, the latter claims that updating the lame_64bit_osx.pkg libraries with the latest version fixed this?
Does not happen in 3.2.3, therefore marking as regression.

It does.
That issue might have gotten introduced later though, right? Like you didn't check 3.3 or 3.x?
