I added a slur and modified it. Then I want to copy paste this modified version of a slur, but I paste only “start” version, without my modifications. Is it possible to duplicate modified slurs?

I can confirm but I'd say that this is by design rather than a bug
If you copy/paste the actual range of notes, the customizations are preserved. But indeed, it's not really expected the slur itself could be copied with modifications intact, since there is no guarantee the destination will resemble the source at all. Eg, the original slur might have spanned seven measures, but on pasting, it will only be to the next note. Even copying a two-note slur, the difference in pitches between them is such that the specific manual adjustments made for one pair of pitches will almost never make sense for another. But if you copy the pitches too, then the customizations stay.
