1) new score for two instruments
2) "I" for instrument dialog
3) mark bottom instrument invisible
4) OK

Result: staff name for hidden instrument displays on top staff

I'm guessing this might relate to the fix for #29911: Names of multi-stave instruments displaying single staves mispositioned if hide empty staves is enabled, but that's just a guess.
