Select option with a larger dialog box such as 'New' or 'Parts' and the bottom part with the apply buttons is cut off. Repeated requests to fix this have been ignored.

Which have been ignored? Issues here in the tracker? Still open? If so this here is a duplicate.
If your system meets the minimum requirements for running MuseScore in terms of screen resolution, and if your OS reports the screen resolution to MuseScore properly, it should work. There have been no ignored requests, any time someone asks for help in the Support forum, we explain the various things you can do to check your own screen resolution and override whatever incorrect info your oS is passing to MuseScore, so it sizes things correctly. If you give more info about your system - what OS, what display resolution, etc - we are happy to help you as well. But for future reference, it's better to ask for help on the Support forum - lots of people there with lots more experience with different OS's and displays who would be able to make more specific suggestions.
