Rest not removing themselves
The default when making a new score shows the bars with rests in them. As I filled out the score these rests would change and eventually remove themselves to keep the number of beats per bar correct. However on the latest bar I'm editing, the whole rest won't change or remove itself, leaving me with a 4 beat bar, still containing a four beat rest that I cannot remove

Check your note input mode. It looks like you've accidentally used insert mode instead of the default step-time note input mode.
See https://musescore.org/en/handbook/3/measure-operations#duration on how to restore the measure duration back to the time signature value.
Actually based in the screenshot, it's "rhythm" mode that seems to have been accidentally engaged here. But yeah, seems probably insert mode was probably used previously to add those extra beats.
Just stick to the standard note input mode (step-time, the one that happens by default if you don't mess with the dropdown) unless you have a very special reason to use one of the others.
