To reproduce:
- Create a score in 12:8
- Add a single dotted crotchet to the staff.
The rest of the bar changes to show rests which are crotchet and quavers, each beat consisting of a crotchet rest followed by a quaver rest.
Instead, each empty beat should be a dotted crotchet rest.
The only way I can find to fix this is to select EVERY crotchet rest and dot it manually.

It should probably follow the beaming ruls for that time signature (i.e. beam 3 8th > doted quarter rest)

Not a bug (it is by current design), rather a feature request AKA Suggestion
Actually should be in since 3.5, as per #4867: Rests in measures should be grouped according to time signature?
There's also #294419: Allow modification of default for filling measures with rests and #310751: Provide option of filling measures with rests with or without augmentation dots
Both quarter-eighth and dotted quarter are valid and commonly-used rest patterns in compound meter. But indeed, ideally there would be a way to control this.
