Although invisible the rests will show up as greyed out "ghosts". They will not print or show up in an exported pdf. If you don't want to see them at all. go to View and untick "Show invisible".
But your question invites another - why? What are you trying to achieve?

Why? Because my kybd player wants the blank measures to add his ideas.
I tried your method but had no luck. I work on Windows 11 if that makes a difference.

In the last step, just use the "V" key.
In the related message, "CTRL+V" was written instead of "V" by mistake.

Aha! Use V to toggle invisible/visible...not Cntl + V.
