I have a Vocal score, where the instrument plays has two staffs, and repeats to the lower staff
So I am attempting to input a score like they did in the "olden" days, where the arranger would write two staffs and the repeat would go back to the second staff which has a different background line vs the first line. I can input the second staff with the second (different) line, but how do I get MuseScore to tell the "repeat" to play on only the first line on the first time through, and move to the second line only on the repeat (it just sounds terrible in playback). Also, this dual staff is only used in 1/2 of the chart, but it is created by instrument for the entire chart. Does the blank field suppress the empty second staff adequately where not needed at the end of the chart? or is there another trick?

You can write it, but the play back is impossible......you must write the 2......versions one after the other.
For the 2nd question, it is possible with the fonction HIDE EMPTY STAVES

Ray, I want a better answer, but I understand, no one probably wants to the dual staffs feature like the old days any more anyway. So another question, I've now created instruments with 2 staffs. I see no "Delete Staff" button? I know I can create a new instrument and copy the info to it, but I'm surprised there's no "Delete Staff" button?

You will need to post an image or a score, for anyone to understand what you are after. Why would there be a delete staff button? By instruments wit two staves, do you mean like a piano?

Well, old jazz charts have 2 "same" staffs by instrument (sax, trombone, trumpet, etc). So, I added a staff, and wrote out the chart like the old ones were written, but MuseScore does not follow those rules for repeats or playback. So now I cannot delete the 2nd staff, but I've already done what Ray said to do. He understood.

I am on Musescore 3.....You say you have created instruments with 2 staves.........I think the piano have such 2 staves, but for others, like trumpet sax, trombon, you can add a second instrument under the first, but it will never be a "2 staves instrument , it's 2 instruments that you can link with mesures bars and brackets.
In MS 3, for the piano with 2 real staves, in the window "Instrument" (I) you see the piano with his 2 staves , and it is simple to delete what you want . With your "2 staves for 2 instruments" in the same window, you see the 2 instruments (trumpet 1 and, under trumpet 2 for exemple) you, simply delete the 2 nd.
I'm sure that, in MS 4 it's again possible

In MU4 you can add two trumpet staves and they will be bracketed and bar lines joined. You can delete one, but you don't have to. In the Instruments tab select the EYE next to the staff you don't want. The eye will close and the staff will be hidden.
If you create trumpet staff and then a sax staff, you can bracket them if needed. And join bar lines. Select a bar line in the upper of the two staves in question. Right click and Select>Similar on this staff. Select the bar line again and a handle will appear. Drag the it down to the next staff. Release and all the bar lines will connect.
Again, you can make lines invisible, even in the piano part.
This is also part of the method for hearing a part but not seeing it. For practice purposes.
