Adding time signatures

I need to add a 3/2 timesignature to a score, but it isn't available as standard, and none of the sets of instructions I find work - they suggest clicking a 'more' option when there isn't one in my version (V3) etc. Can anyone suggest some simple instructions on how to do this?
