For the purpose of entering notes, a rest is treated as a pitch, with shortcut of 0. Enter it exactly as you would a note: select a duration and then select the pitch of 0. For example, type ...

Yes, but that work only if input is done with shortcuts.

A) Inputting with shortcuts is by far the fastest way of inputting notes, and
B) You can do the equivalent with the toolbar buttons as well:
Click the appropriate duration button, then click the Rest button. It doesn't add a half rest, it adds a rest of the duration that is currently active.

For what I do, speed is so far down the list.
I compose. Each note is important. I don't blast through anything. One note at a time. I have always used the mouse since I first started with notation software. Sibelius 4. Many years ago. Speed is not important. Music is important. Do the phrases flow? Is the harmony powerful? Does everything belong together? Questions I ask myself after each note is entered.
Sure, if I did transcription, speed would be important. But to create something where there was nothing before? This can not be rushed for me. As for others? That's up to them.

As written, and I quote: Rests can be entered using the computer keyboard or mouse. The duration is selected in the same way as for notes (e.g., using the toolbar or keyboard shortcuts 1–9)
If you're using the mouse, a good option is the third (right-click in the score), after having selected the duration of your rest (either via a note icon or a shortcut 1-9 on the numeric keypad).
