Excessive Beats on Every Bar?

Having trouble figuring out why the pdf converter decided there was so many extra rests? Also the varied tempo alternating each measure? Is there a quicker way to deal with this rather than manual input? I've attached the .mscz file as well as the original PDF. Thank you so much to anyone who can help!!

Optical music recognition is not perfect. Especially not with the default settings made on the website where Audiveris is used.

You will get slightly better results if you install Audiveris locally or use a commercial, paid program. But none of them are perfect.
