Transpose by interval not working (0.9.6 regression)

Steps to reproduce
1. Add some notes to a score
2. Edit > Select All
3. Notes > Transpose...
4. Choose "Transpose by interval"
5. Choose "Down"
6. Choose any interval
7. Press "OK"

Expected behavior: Notes should transpose down by the interval you specified in step 6

Actual behavior: Notes always transpose down by a perfect octave

Discussion: Transpose up by interval doesn't work either. The notes do not move at all if transposing up.
