Some menus available when Image Capture mode is enabled
1. Open score.
2. Enable Image Capture mode.
3. 'File'>'Open Recent' and open score.
Result: Image Capture mode is toggled in the toolbar.
4. Click on the button in the toolbar.
Result: The Image Capture area appears.
Notes:
Clicking it again will correct the issue (Image Capture area isn't present and the button doesn't appear toggled).
Other available menus include 'Page Settings', and 'Synthesiser'.

The issue with the state being wrong seems fixed with Werner's recent change. Some menus are indeed still active, but they seem to work from what I could tell, so no harm in that. Unless there is a particular problem and someone can list steps to reproduce, I think we can consider this fixed.
Yes, the menu appears, but everything else seems fine.
