While I can see this might be a reaosnable thing to expect, in other ways, is actually pretty consinstent now. After, actually *typing* "C C" on a pitched staff enters to C - the cursor advances after the first. But on a tab staff, typing "C C" just enters the same C twice, because the cursor does not advance. That's a feature, not a bug - makes it easier to enter chords if the cursor doesn't advance. Anyhow, the point being, if you think of typing "C R" are being supposed to do something similar to typing "C C", the current behavior makes sense.
On the other hand, people probably don't think that way, and it's not really implemented that way, and I suspect would be an easy matter to have "R" on a tab staff first advance the cursor.
Sure, whatever you think is best. :)
