Time signature not reinstated at end of rewrite when stopping at local time signature

Reorted by lasconic on IRC

1) score in 4/4 for two instruments
2) add local time signature 6/8 in measure 3 for top instrument
3) add regular time signature 5/4 in measure 2

Result: the rewriting of the range stops at measure 3 because of the time signature in the top staff (as it should), but the bottom staff is left in 4/4 although the time signature appears to indicate 5/54. Score is now corrupt.

Fix will be to reinstate time signatures on staves that lack them.
