2.0 MSI Install won't work Win 8
The MSI seems to only be associated with WinRAR or other archiver programs. I can extract the pieces however I cannot get the MSI to open with windows installer. What should I do? I have already tried changing the default "open with" settings but none work.

What makes you think WinRAR is involved? I don't really know anything about the install process, but did you check out http://musescore.org/en/node/52336 and see the solution given at the end of that thread?

I think it is involved because it appears to be the default program for mis files. I read that thread however the original post and all of the replies are an altogether different issue.
