That is, first select one or more notes to which you want to attach a marking, then double click the marking. Which version of MuseScore, what OS, a score showing the problem and precise steps to reproduce

What version of MuseScore (looks like 1.x, can't you upgrade to 2.0.1?) and a score, not a picture of it.
Could be a defective mouse. But in any case, drag * drop is not a very efficient way of adding markings. Use double click instead. That is, first select one or more notes to which you want to attach a marking, then double click the marking.
Hasn't happened to me, could be a mouse issue.
