Cross-staff beams cannot be set to horizontal

Reported at https://musescore.org/en/node/67081. To reproduce, create a score with a grand staff, enter some beamed eighth notes, switch one to the other staff, select the beam, and check the "Horizontal" box in the Inspector. Result: it doesn't work.
