Can't enter a coda

Hi, trying to enter a coda.
Now, the instructions say

Select the first measure of the coda.
Go to Create -> Measure -> Insert Horizontal Frame.
Double-click the frame and resize it with the blue handle, if necessary.

I don't have CREATE on my menu line.
I use an iMac.
Any suggestions?
