Split staff command uses middle C=C3 (rather than C4)

According to this issue, Middle C is shown as C3 instead of C4 , middle C should be C4.

See the attached file. Right click on the staff and chose "Split staff". Enter C4 as the split point.
Expected result: All notes below C4 are transferred to the new bass staff.
Actual result: All notes below C5 are transferred to the new bass staff.

It appears that middle C = C3 is still being used as the reference point.

Works for me, not with that sample score, but with one of mine.

Edit: I take that back, that staff had no notes above c4 in the section I looked at, so it just appeared to have worked
